Title: Successful Transfer and Implementation of SHRP Technology
Prepared by AASHTO Task Force on SHRP Implementation February 2001
WHEREAS, the Board of Directors of AASHTO established the Task Force on SHRP Implementation in 1991 with the specific objective of furthering the implementation of the SHRP research by working with the AASHTO committees and member departments, FHWA, TRB and private sector; and
WHEREAS, to accomplish the work, the Task Force successfully undertook multiple initiatives which included the Lead State program, product showcases, publicizing success stories, support for Superpave Centers, support for LTPP projects and data collection and continuation of SHRP and LTPP in a TEA-21 limited funding environment; and
WHEREAS, in recognizing the progress and the level of success achieved in the SHRP Implementation Program, the Board of Directors in 1998 approved the Task Force's target for completing essential program elements in 2000, sunsetting the Task Force, and concurrent with these actions, approved the establishment a new senior level group in AASHTO to succeed the SHRP Implementation Task Force for the purpose of supporting the deployment of ready to use high payoff innovative technologies; and
WHEREAS, the Task Force and the Lead States teams essentially having completed their assignments have prepared the attached transition report which documents their accomplishments, lessons learned, work items remaining, and the procedures for mainstreaming this work into the work programs of the AASHTO SCOH subcommittees on Maintenance, Materials, Construction, and Bridges and Structures;
NOW, THEREFORE, BE IT RESOLVED that the SCOH Subcommittees assigned the tasks of mainstreaming the SHRP technology, its products, and the work accomplishments of the Lead States Teams shall present a progress report to SCOH at the annual and spring meetings of AASHTO for the next three years with a proviso that, at the end of this period, the subcommittees will recommend if the presentation to SCOH should be continued; and
BE IT FURTHER RESOLVED that the SCOH shall consider monitoring the progress of completion of remaining SHRP implementation efforts by the Subcommittees and the work program and operation of the new Technology Deployment Group in updates of its Strategic Plan; and
BE IT FINALLY RESOLVED that the Task Force on SHRP Implementation is commended for its untiring efforts, accomplishments, and use of innovative and novel approaches for effective transfer of SHRP Technology to the States and that having completed its mission successfully, the Task Force is hereby sunset.
