The purpose of this site is to promote and support adoption of seven technologies developed under the Strategic Highway Research Program (SHRP).
SHRP was established by Congress in 1987 as a five-year, $150 million program to solve problems first identified in 1984 by the Transportation Research Board's Strategic Transportation Research Study. SHRP concentrated on specific technologies in which product improvements would yield savings much greater than the research costs.
The Lead States program was developed by the Task Force on SHRP Implementation of the American Association of State Highway and Transportation Officials (AASHTO) to ensure that practical, real-world experience gained by early adopters of SHRP technologies would be shared among all the States. The teams included representatives from State highway agencies that have moved ahead in implementing technologies developed or evaluated by SHRP, as well as their partners in industry, universities, and the Federal Highway Administration (FHWA).
The Lead States program came to an end in December of 2000. The teams made significant progress in promoting the implementation of SHRP products and in accomplishing their goal of shortening the learning period for other States. The Final Report, prepared by the AASHTO Task Force on SHRP Implementation, highlights the accomplishments of the Task Force and the individual Lead States Teams.
