During the AASHTO Annual Meeting in December 2000, the Standing Committee on Highways approved an Administrative Resolution officially ending the Lead States program and commending the team members for their work.

The AASHTO Task Force on SHRP Implementation met in Irvine, CA, on January 29, 2000. The meeting report is now online.

January 20, 2000
ASCE announces a call for papers for the Civil Engineering Conference & Exposition 2001: Engineers in a Changing World. The conference is scheduled for October 10-13, 2001, in Houston, Texas. Suggested subject areas include engineering management, education, information systems, and pavement rehabilitation, and materials. Proposals are due by May 19, 2000.

Proceedings of the 1999 AASHTO Lead States Workshop, August 30-31, 1999, St. Louis, Missouri, are now available. Included is a review by the CAR Team of its implementation efforts, including its mission, accomplishments, status of implementation of SHRP products, transition plan outline, estimated budget and goals.

Papers to be considered for presentation to the 79th Annual Meeting of the Transportation Research Board are being accepted in all transportation research subjects. Papers must be submitted to TRB by August 1, 1999.

Proceedings of the 1998 AASHTO Lead States Workshop, September 27-29, 1998, St. Louis, Missouri, are now available to view online. These workshop proceedings provide background on the Lead States Program and document workshop objectives, opening remarks and breakout sessions. Included are reviews by each Lead States Team of its implementation efforts, specifically accomplishments, lessons learned, impact, phase-out considerations, estimated budget and goals.

November 3, 1998
The Concrete Assessment and Rehabilitation Team (CAR) met in St. Louis, Missouri at the AASHTO Lead States Workshop on SHRP Implementation on September 28 and 29, 1998. Following a short combined General Session meeting for all lead state teams, the CAR team gathered separately to conduct business. Discussion topics centered on:

Review of goals, strategies, and action plans (progress and products):

  • The team's existing Mission Statement and Goals were found acceptable without revision. To date, there have been 13 CAR Showcases presented to States and two product reviews have been delivered. A product summary presentation was made during summer at the Nashville TRB meeting.
Lessons learned from Lead States process (what worked and what didn't):
  • A summary of findings from the Lead State evaluations will eventually be presented in a White Paper. The lead State process is extremely dependent on good communication/connectivity between team members. E-mail problems with word processor compatibility was a problem for some of the team. In person team meetings at periodic intervals are considered necessary. Due to ongoing daily responsibilities, most team members found it difficult to place the time desired into this activity.
Cost/benefits of the technology:
  • Two reports product reviews completed to date.
New issues:
  • Pennsylvania will be added as a Lead State Member.
Needed Resources:
  • This item was discussed and recommendations included in a General Session at the end of the meeting.
Phase-Out Plan:
  • By September, 2000, products to be turned over to AASHTO, TRB, NCHRP, etc.
