Mission
Evaluate and refine 24 SHRP products in the areas of assessment, protection, and rehabilitation of reinforced concrete structures, to provide product information, guidelines and standards for implemented products and to assist other states in implementation.
Discussion
The AASHTO Lead State SHRP Implementation Team for Concrete Assessment and Rehabilitation (CAR) identified 24 potential SHRP products that were candidates for implementation (see Table 1). Ten products were manuals or guides that pertained to rehabilitation of concrete, one product was a manual for concrete deterioration evaluation and thirteen products were equipment/methods that could be potentially used for concrete assessment.
A summary report on each of the 24 products was prepared by team members so that appropriate decisions could be made as to the feasibility of
implementing the product. Sixteen of the products were found to be suitable
for implementation and many of these were in use or in various stages of
acceptance by the lead states. Over the four year life of the CAR team
efforts were made to implement the sixteen products in non lead states. The
FHWA workshop on CAR was a primary vehicle for implementation and showcases
were held in thirteen states. This transition report provides a summary of
information on each of the sixteen products that are believed to be useful and necessary for a rapid implementation of the products and for future implementation efforts to be carried out by the AASHTO subcommittees for bridges and structures and materials.

Lessons Learned
Over the four year life of the lead state team lessons were learned that are worthy of printing with the hope that the lesson will not have to be learned again as implementation continues. Lessons learned follow.
- Need better communication between team members.
- Better screening of products to eliminate non-implementable products.
- More thought-out process for selecting lead states.
- Adequate staff and funding are required for product testing and implementation.
- Lead states need to understand the commitment needed.
- Industry representatives essential on the team.
IMPLEMENTATION STRATEGY
The recommended plan for further implementation of CAR products includes a showcase, update of manuals, FOCUS type publications, product refinement, and web site maintenance.
